What is OWCP / federal workers' comp billing?

OWCP is the U.S. Department of Labor's Office of Workers' Compensation Programs. It covers several federal programs — FECA (federal employees), the Energy program (DEEOIC), Black Lung (DCMWC), and Longshore (DLHWC). These claims aren't billed to commercial insurance; they're submitted through the Workers' Compensation Medical Bill Process (WCMBP) portal at owcpmed.dol.gov, under OWCP's own rules and fee schedule.

Why is OWCP billing different from regular insurance?

OWCP has its own enrollment, its own authorizations, and its own fee schedule — including a Maximum Allowable Amount (MAA) on many codes. Providers enroll through OWCP Connect and the WCMBP portal, must confirm coverage with an Eligibility Inquiry, often need authorization before services, and are now required to receive payment by electronic funds transfer (EFT). Miss any one of these and the bill stalls — which is why many billers avoid OWCP entirely.
